Roger Brown
Vice President - Senior Analyst/Manager – Moody's
Roger Brown is a Vice President/Senior Analyst and Manager for the Southwest Local Governments Ratings Team. He manages a team of analysts covering credits primarily in Kansas, Louisiana, Missouri, New Mexico, and Texas. Prior to joining Moody’s, Roger was a Senior Vice President and Credit Risk Officer at JPMorgan Chase Bank. Roger holds an MPA from Indiana University, an MBA from A&M University, and a BA from Emory University.

Lucius McGehee
Executive Vice President – Argent Financial
As manager of Argent Trust’s Governmental and Philanthropic services, Lucius lends his 30+ years of financial services industry experience by overseeing all aspects of Argent’s governmental and charitable clients. Lucius brings Argent solutions to various public bodies, charities and businesses in financial management, corporate trust, philanthropic governance, mineral management and retirement plans. Lucius is a Registered Municipal Advisor with Argent Advisors, Inc., and provides advice on municipal debt offerings.
Prior to joining Argent, Lucius worked as Assistant Controller with Staton Wholesale and Accounting Analyst with Republic Bank, Texas. Lucius has been working with Argent and its predecessors since 1990.

Meredith Moore
Assistant Vice President/Analyst – Moody's
Meredith is an Assistant Vice President/Analyst in the Moody’s Health Care ratings group. Her responsibilities include assigning and monitoring healthcare ratings across the United States, with a focus on the Midwest and South. Meredith specializes nationally in children’s hospitals, rural hospitals and distressed credits. Meredith is based out of the Moody’s New York Office.
Prior to joining the Healthcare Ratings Team, Meredith held roles in both the Project Management Office and Business Planning Teams at Moody’s. Previously, she worked in corporate strategy for Comcast Cable and began her career as a financial advisor with Ameriprise Financial. She received a B.A in Economics from the University of Kansas.

Catherine Nicolosi
Associate Lead Analyst – Moody's
Catherine Nicolosi is an Associate Lead Analyst for the Southwest Local Governments Ratings Team covering credits primarily in Louisiana, Missouri, and Texas. Prior to joining Moody’s, Catherine worked as a Research Intern at Dallas Area Habitat for Humanity and as a Development Intern at Make-A-Wish Foundation of the Texas Gulf Coast and Louisiana. Catherine holds an MPA from the University of North Texas, with a concentration in Nonprofit and Financial Management and a BS in Management from Tulane University.

Genevieve Nolan
Vice President/Senior Analyst – Moody's
Genevieve Nolan is a Vice President/Senior Analyst covering state and local government credits during her decade-plus tenure at the firm. Genevieve specializes in covering distressed governments, having served as the lead analyst for the City of Detroit, MI and the Commonwealth of Puerto Rico during their respective restructurings. She’s also a member of the bankruptcy task force, authoring multiple research pieces covering Chapter 9 and default credit events, as well as state oversight programs. She’s currently working on the Southwest Ratings Team, covering local government credits in Texas, Colorado, Louisiana, after covering Midwest credits on the Midwest Rating Team and state and mass transit credits, including Florida, Kentucky, Massachusetts, MBTA and DART, on the States Rating Team.
Prior to joining Moody’s in 2010 Genevieve was a senior researcher at The Civic Federation, a non-partisan government research organization in Chicago. Genevieve holds a BA in Political Science and Sociology from the University of Illinois at Urbana-Champaign, an MS in Public Policy and Management from Carnegie Mellon University and a Juris Doctorate from the University of Pittsburgh School of Law.

Oren Welborn Jr, CFA
Portfolio Manager – Argent Financial
Oren serves as a fixed income portfolio manager throughout Argent Trust’s Louisiana and Oklahoma markets. Oren manages client assets through building custom fixed-income portfolios for businesses, municipalities, and universities. In addition to portfolio management, he serves on the fixed-income investment committee, designs investment strategies, and builds fixed-income models on fundamental analysis, valuation, and credit quality.
Prior to joining Argent in the spring of 2017, Oren served as the Assistant Treasurer for MidSouth Bank in Lafayette and worked in fixed-income operations for J.P. Morgan in Brooklyn, New York and Dallas, Texas.

Timothy D. Quinn
Senior Vice President, Trust Officer – Argent Financial
Tim joined Argent’s Shreveport team in October 2018 and is tasked with managing personal and institutional relationships.
With nearly 40 years of experience in the trust industry, Quinn comes to Argent from JP Morgan Chase in Shreveport, where he was vice president and trust officer.
Tim received his bachelor’s degree in business administration from the University of Louisiana – Monroe and his MBA from Louisiana State University – Shreveport. He is also a graduate of the American Bankers Association’s National Graduate Trust School, the Texas Trust School, Cannon Financial Institute and the Bank Administration Institute Graduate School of Banking.
Tim is a board member of the Strand Theatre of Shreveport, the University of Louisiana Monroe Foundation and the Broadmoor Baptist Church of Shreveport, where he also serves as a deacon. He has also served as a board member of Rotary Club of Shreveport, president of the Ark-La-Tex Tax & Estate Planning Council, regional vice president of the ULM Alumni Association, treasurer of Samaritan Counseling Center of Shreveport/Bossier, and board member of the Northeast Louisiana Children’s Museum and Grace Episcopal School of Monroe.
